New York has historically offered a generous HCBS benefit to its most vulnerable populations. The federal funds provided under Section 9871 of the American Rescue Plan Act (ARPA) will allow New York to make significant investments to enhance, expand, and strengthen CBC in the State, as it works to address the lasting impact of the Covid-19 pandemic. The New York State Spending Plan is organized to implement the ARPA of 2021. The proposals represent multiple agencies working together, including: the Department of Health (DOH), the Office for People with Developmental Disabilities (OPWDD), the Office of Mental Health (OMH), the Office of Children and Family Services (OCFS), the Office of Addiction Support and Services (OASAS), and the State Office for Aging (SOFA), all of which oversee or regulate HCBS program and services in New York. This spending plan will fund 43 proposals across three categories:
